Its cyclical chord change (loop) highlights melodic development.
There is a lot of friction between melody and harmony, the half-cadences are chaotic, the phrase length is irregular. I don't know why, probably due to songwriters or record engineers being inexperienced.
To create some suspense, ellipsis (omitting of chords) was used. Use sustain pedal where the left hand plays nothing.
