A twelve-note scale and a metered sheet music isn't capable to express the sound of “Party 4 U” with its layered vocal and digitally generated inflections.
The track is transcribed in the original key, F Sharp Major, and uses basic major and minor chords F♯ G♯ C♯.
Its cyclical chord change (loop) highlights melodic development.
“Party 4 U” is composed with straight rhythm in the common time. Accent strong beats.
I doubled note values to make sightreading easier for beginners.
The left-hand provides an accompaniment. Play any pattern here (chords, arpeggios, tremolo, ostinato).
The right hand imitates vocal delivery by Charli XCX: the predominant articulation is tenuto. I added some backing vocals on a separate stave. Don't play it on piano, it's for singing.
